Although written with the current culture of American sound archives in mind, it makes for very interesting reading for those involved in British collections.
JISC Digital Media have long strived to raise awareness of preservation issues surrounding digital media objects, and this paper makes for essential reading concluding with the agreeable notion that there must be a coordinated effort by the various stakeholders to address the scope of the problem, the complexity of the technical landscape, the need for preservation education and the copyright conundrum.
The Library of Congress article includes a link to the full study.
